E-Scooter Safety Analytics · Israel & Tel Aviv (2013–2025)

A multi-phase longitudinal study integrating 12.5 years of national crash data (CBS Israel) with municipal GIS layers, rider surveys, and enforcement records into an interactive Power BI system for the Tel Aviv municipality.
Core analytical contribution: the study introduces a systematic framework for analyzing crash volume and severity as two distinct dimensions across multiple axes simultaneously — time, location, road conditions, demographics
and crash type. This approach reveals contrasting patterns that standard single-indicator analysis misses.
Key findings:
· Crash volume and severity follow distinct, often opposing patterns
· ES passengers face dramatically higher injury risk (~23% severity rate) vs. riders (~7.5%) — despite representing only 2.5% of those involved
· Helmet law compliance rose from ~52% to ~70% after 2021 legislation, but passenger protection remains critically low
· Official statistics capture only ~5% of real solo crash events
· BI dashboards enable non-expert municipality staff to explore 13 years of crash data without technical assistance
The BI system was presented to Tel Aviv municipality and at the ISTRC Conference, Technion, January 2026.
